Position summary: Provide full time traffic engineering support off site at MDOT SHA’s District 4 office in Cockeysville, MD.

Essential functions and responsibilities
Assist the Assistant District Engineer-Traffic (ADE-T) and Team Leaders with the preparation, evaluation, and analysis of various complex, sensitive and diverse types of technical traffic engineering studies and make recommendations of engineering solutions in urban and rural settings including:
Traffic Impact Studies
Traffic Signal Warranting Analysis
Traffic Management Plans
Maintenance of Traffic Alternative Analysis
Develop geometric, signing, lighting, and pavement marking solutions to traffic engineering problems
Evaluate traffic operations, signal timing, safety, congestion, bicycle and pedestrian needs for intersections and corridors.
This may include morning and evening peak hour observations as well as night time reviews
Handle the traffic portion of major construction and design projects to ensure proper installation of traffic control devices based on state and federal specifications, including bridge reconstruction and widening, roadway widening and geometric modifications, and resurfacing projects on interstate, arterial, and collector roadways
Represent the State Highway Administration (SHA), District Traffic Division at meetings with elected officials, community groups and other government agencies and operate as a liaison between the ADE-T, Office of Traffic & Safety, Highway Design Division, Structures Division, Project Planning, Office of Materials and Technology, Access Management Division, and other district offices
Review, design, and approve Temporary Work Zone Traffic Control plans, work hours, and detours
Review Candidate Safety Improvement locations and develop recommendations to enhance safety
Respond to citizen concerns and complaints about traffic operations and safety.
This may include attending community meetings in the evening and giving presentations
Provide technical support to engineering teams including creating or updating databases and assisting with electronic filing system

Required Skills
Proficient in discipline specific design software
Proficient in Microsoft Office and Projectwise
Written and oral communication skills
Required Experience
Two years’ experience in professional engineering.
Must have good written and oral communications skills
Bachelor’s degree in civil engineering or a related field from ABET accredited engineering program
Preferred Experience
Engineer-in-training certification
Related experience
Experience working with local clients at the county and state level
Needs minimal experience with Mircostation, HCS and Synchro.
Experience with SharePoint a plus
Working Conditions
Work is performed within a general office environment 70% of the time.
Work is generally sedentary in nature, but may require occasional standing and walking.
Lighting and temperature are adequate and there are no hazardous or unpleasant conditions caused by noise, dust, etc.
within the office environment.
Field work is required 30% of the time where work may be conducted outside in heat/cold, wet/humid, and dry/arid conditions.
Some lifting (up to 25lbs) may be required as needed.
After an initial training period, a hybrid work schedule is available.
