(159063) Closing Date: 04/02/2024 BALTIMORE COUNTY PUBLIC SCHOOLS CLASS TITLE: Field Representative, Plumbing Services TITLE CODE: V16140 GRADE: 03/OPE - $65,179 to $102,782 (Annual Salary Scale for Exempt 12-Month Employees Represented by BCPSOPE 2023-2024 Effective July 1, 2023) REPORTS TO: Senior Operations Supervisor, Plumbing Services DEFINITION: Under general supervision, this position is responsible for establishing and implementing priorities, work schedules, and directing all facets of the plumbing services program.
EXAMPLES OF DUTIES: Supervises assigned plumbing services personnel to ensure that established standards are met and that safety, procedural and policy guidelines are met; train employees, evaluates assigned personnel and administers discipline as necessary, documents and ensures accuracy of all information related to supervisory procedures.
Interviews and selects entry-level positions, promotional candidates and transferees.
Works to resolve conflicts prior to grievance procedures.
Meets with administrators, facilities staff, school personnel as well as with subcontractors prior to starting projects and inspects completed projects.
Generates, reviews and ensures accuracy of computer records, payroll reports, absenteeism records and other reports as necessary.
Responds to building emergencies as needed.
Reviews and approves requisitions for supplies, purchases needed items, monitors accounts and requests additional funds as needed.
Estimates time and material costs, inspects work in progress and takes/recommends any corrective action needed.
Coordinates and schedules work in order to meet deadlines.
Maintains supplies/materials and equipment inventory for the shop and warehouse.
Performs other duties as required.
MINIMUM QUALIFICATIONS: Education, Training and Experience: Possession of a high school diploma or an appropriate equivalent, plus five years of plumbing experience, two years of which were as a lead worker, crew chief, supervisor, or equivalent.
Note: Other combinations of applicable education, training, and experience that provide the knowledge and skills necessary to perform effectively in the position may be considered.
Licenses and Certificates: Possession of a valid class C Maryland driver's license or an equivalent.
Master Plumber and Gas Fitter License.
Backflow Certification preferred.
Knowledge, Skills, and Abilities: Thorough knowledge, skills, and abilities in trades associated with various plumbing projects.
Knowledge of the tools, equipment, and materials used in plumbing repair, maintenance, and installation.
Knowledge of all related codes, safety standards and procedures.
Knowledge of facilities management.
Knowledge of personal computers and office software packages.
Skill in the installation, maintenance, and repair of mechanical and plumbing equipment.
Skill in reading and interpreting blueprints, plans, and schematics.
Skill in diagnosing and resolving problems with plumbing systems.
Skill in managing plumbing systems projects.
Skill in supervising in-house staff and contractors.
Skill in communicating effectively.
Skill in the use of database, spreadsheet, and word processing software.
Ability to establish and maintain effective working relationships.
Ability to maintain confidential information.
PHYSICAL AND ENVIRONMENTAL CONDITIONS: The duties of this class require travel to and the inspection of worksites throughout Baltimore County.
CONDITIONS OF EMPLOYMENT: Persons appointed to this classification are designated as Essential Personnel and are required to work when schools and/or offices are closed during adverse weather conditions or any other emergency.
Persons appointed to this class are subject to call to duty and may be required to work beyond their normally scheduled hours with little or no advanced notice.
Person appointed to this position will be required to hold the Maryland or Baltimore County Master’s License for Plumbing and Gas Fitting for Baltimore County Public Schools.
Subordinate staff will operate under this licensure.
Required licenses must be maintained throughout employment in this position or any others that require them.
FLSA: Exempt Eligible for the Baltimore County Employees’ Retirement System This class specification defines the types of duties and level of difficulty of work required of positions in this title.
It shall not be held to exclude duties not mentioned nor limit the right of management to assign work to employees.

Pre-Employment Requirements: All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (per COMAR) completed.
The fee charged for fingerprinting is $109.
An identification card will be issued which must be shown prior to employment.
Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.

Official transcripts for all higher education must be received prior to contract signing.
