Operates equipment and tools used in grounds maintenance and construction.
Performs other duties as assigned.
EXAMPLE OF DUTIES: Sets up and operates a variety of over the road and construction equipment and auxiliary gear.
Cleans, adjusts and performs routine maintenance to a wide variety of combustion type equipment, vehicles and attachments.
Utilizes a wide variety of construction related equipment and materials.
Assures compliance with safety rules and regulations Excavates, breaks out and removes various types of structures; paving and materials for paving and utility work; sets posts, goals, play equipment, etc.
in concrete footings, constructs and repairs storm drain structures and pipe; repairs masonry structures; mixes concrete and mortar; places new blacktop paving and repairs existing blacktop; constructs, installs, repairs and maintains play areas and equipment; repairs, maintains and seals tracks, courts; constructs and rebuilds ball diamonds; cuts and places sod; constructs and maintains barriers; fells and removes trees; operates construction equipment such as tractors, front-end loaders, backhoes, concrete saws, rollers, paving breakers, chipper, etc.
Performs duties related to concrete and fencing work.
Directs and instructs grounds maintenance personnel in the proper use and care of assigned trucks, tools and equipment and in foreman’s absence and as needed at other times.
Assures quality and quantity of work agrees with established standards.
Participate in snow removal program as directed.
Estimates time and materials for projects.
Orders and plans for the delivery of materials.
Prepares reports and keeps records.
MINIMUM QUALIFICATIONS: Education, Training and Experience: Possession of a high school diploma or appropriate equivalent.
Two years grounds construction and maintenance experience.
Experience in concrete work preferred.
Licenses and Certificates: Possession of a valid commercial class A Maryland driver’s license (or appropriate equivalent) is required and must be maintained throughout employment in the position.
(Class A license may require endorsements and/or the absence of certain restrictions.
) Groundsworker III (Turf Crew): Possession of a CDL Tanker Endorsement is required for this position within 90 days of assignment.
A Maryland Department of Agriculture Certified Professional Fertilizer Applicator permit is required for this position and must be attained within six months of appointment.
Persons appointed to this position may be required to maintain a Maryland registered technician certificate in pesticide application.
Note: Other combinations of applicable education, training and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, may be considered.
Knowledge, Skills, and Abilities: Knowledge of the principles and practices of grounds construction.
Knowledge of tools and equipment required to perform the duties of the position.
Skill in concrete work, fence work, blacktop paving, construction of ball diamonds, sod placement, and tree removal.
Skill in the use of tractors, front-end loaders, backhoes, concrete saws, rollers, paving breakers, chippers and related construction equipment.
Ability to make arithmetic calculations and comprehend simple layout sketches and operating instructions.
Ability to use good judgment and the ability to comprehend and comply with standard operating procedures.
Ability to instruct others in the use of tools and equipment.
Ability to establish and maintain effective working relationships.
PHYSICAL AND ENVIRONMENTAL CONDITIONS: The work of this class entails considerable physical effort at frequent intervals.
Work requires frequent walking, standing, crawling, climbing, kneeling, and lifting and carrying of moderate to heavy objects.
Duties require travel to sites throughout the county and the operation of vehicles, tools, and equipment.
Work is performed in an outside environment and includes exposure to adverse weather conditions for extended periods of time.
Requires periods of close concentration while operating dump trucks, tractors, front-end loaders, chainsaws, paving breakers, concrete saws, mudjack machines, chippers, line striping machines, snow removal equipment, etc.
CONDITIONS OF EMPLOYMENT: Persons appointed to this class are designated as Essential Personnel and as such are required to work when schools are/or offices are closed during adverse weather conditions or any other emergency.
They are subject to be called to duty and may be required to work beyond their normally scheduled hours with little or no advance notice.
They may be required to work evenings, weekends and holidays in order to get schools/offices open for the next business day.
Requires independent travel to worksites throughout Baltimore County, including inclement weather days or other emergency situations when schools and/or offices are closed, weekends and holidays.
Persons appointed to this class are required to maintain a valid commercial class A Maryland driver’s license (or appropriate equivalent).

) Employees who do not maintain the required license will be terminated.
Persons appointed to this class must be physically qualified to operate a commercial motor vehicle in accordance with Federal Motor Carrier Safety Administration regulations and must remain physically qualified to operate such vehicles throughout their employment.
Persons holding a commercial driver’s license (CDL) are subject to alcohol and drug testing in accordance with applicable state and federal regulations and Board of Education policy.

It shall not be held to exclude duties not mentioned nor limit the right of management to assign work to employees.
Pre-Employment Requirements: All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (per COMAR) completed.
The fee charged for fingerprinting is $109.
