FOUND Tabby Neutered Male Cat, Seeking Owner! (Mt Washington Neighborhood in Baltimore)

Found a very friendly neutered male tabby cat, and I am trying to find his home.
He is brown with black stripes and has amber eyes.
He has a thick black stripe down his back and a thick tail.
He is large but skinny, with a healthy-looking coat.
He is VERY friendly and meows a lot.
Neighbors noted he's been sighted in our neighborhood for weeks, but no one knows where he lives.
He did not have a collar and is not microchipped.
