Description The Johns Hopkins University, Applied Physics Laboratory (APL), a national leader in scientific research and development, is seeking an Operations Executive for the National Security Analysis Department.
Job Summary: Serve as the Operations Executive (OE) for the National Security Analysis Department (NSAD), a key member of the NSAD Executive Leadership Team (ELT), with direct line management responsibility for the Department’s business, finance, facility, and administrative functions.
Provide transformational leadership for the OE organization in both supporting and leading initiatives that enable the long-term strategies of NSAD.
Duties: Oversee NSAD business, financial, facility and administrative functions.
Develop and submit annual Operating and Long Range Plans, Capital Investment Plans, the Department’s Rate Package submittals, and other requested financial plans.
Prepare the Department’s quarterly Director's Office Reviews.
Review proposals, AD Letters, purchase requisitions, deficit spend requests, and anticipatory costs.
Oversee the planning and allocation of the Department’s annual fee budget, prioritizing its usage among business and staff needs.
Oversee the Department’s processes for developing and requesting capital and overhead budgets.
(30%) Serve as a principal advisor to the Department Head and Executive Leadership Team on all business, financial, facility, and general administrative matters impacting the Department.
Develop Department policies, and oversee the Department's activities associated with space allocation and planning, property administration, publications, graphics and library/archival services.
Have direct line responsibility for leading, managing, and developing the Business Analysis and Operations and the Cyber Security and Technical Collaborative Centers groups and the Scientific and Technical Intelligence Liaison Office.
(25%) Serve as a key member of the Executive Leadership Team, and support strategic planning and strategy execution efforts for the Department.
Lead the development of the OE organization in taking on new and highly impactful roles in leading and supporting critical elements of the NSAD Strategy, with early emphasis on increasing visibility into NSAD operations and application of AI and automation technologies to reduce repetitive task workloads.
(25%) Provide Department level oversight of salary administration, Special Achievement Awards, ELT administration (e.
g.
, time card, travel, approvals), and other NSAD level administrative approvals.
(10%) Serve as the Department's representative on the APL Operations Forum, with responsibility for making decisions on behalf of the Department.
Serve on relevant Laboratory committees.

Qualifications You meet our minimum qualifications for the job if you have.

A Bachelor's degree, or equivalent, in a business or technical field.
At least seven years of proven experience in business management or administrative services, with positions of increasing responsibility.
Management experience at the Program Manager level, Group level, or their equivalent.
A solid understanding of FFRDC/UARC business practices and applicable government regulations.
A broad knowledge of FFRDC/UARC culture, and familiarity with analytic challenges in the national security arena.
Direct experience in ensuring timely and accurate reporting of business data.
Demonstrated commitment to collaborative management approaches and experience in change management.
Demonstrated strength in working with and managing teams.
Excellent communications, analytical, and organizational skills.
An active Secret security clearance and can ultimately obtain a TS/SCI level clearance.
If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information.

Experience reforming and streamlining business practices.
Experience with business analytics including dashboarding programs like Power BI.
